Professional Experience
Chief Executive Officer, P&M Signs, Inc, Mountainair, NM, 1992 – Present
Projects include overseeing day to day operations, contracting with Federal Branches
including the USDA, the GSA, SBA, U. S. Forest Service and National Parks to manufacture
all types of signs. Experience includes working with government programs on the local, state
and National levels.
Chief Executive Officer, P&M Plastics Inc, Mount~inair, NM.1998 – Present
Statted a joint venture with the Forest Products Laboratory in 1994 to develop a marketable
plastic-small diameter wood product. This patented invention, named “Altree” will address
many environmental issues, including landfills and watersheds. This project has been
assisted by working with many government entities including Sandia National Laboratories,
Forest Products Laboratories, New Mexico State University, a,nd the RC&D council.

P&M Lumber, LLC. was created to produce milled lumber products from the trees that were
being brought out of the forest by P&M Plastics, Inc. under a CFRP grant.

Worked with Mi~soula Equipment Development Center for 15 years on a durability study for
signs, worked to develop specifications for signs nationwide, including testing which
substrate and which types of sheeting best works in which locations. Developed and
patented a new cattle guard system in use today as well as a second patent for vandalism
proof hardware.

He is the author of Traveling New Mexico and co·author with his wife, Rosanne Roberts
Archuletta of Women Marked fQr History, both published by Sunstone Press in Santa Fe,
New Mexico. The couple won the New Mexico Historic Preservation award in 2015. He is
currently seeking literary representation and a publisher for his third book, By the Grace of
God! My Story about Winning ,and Lo. ing in the World of Business, Politics, Inventions,
and Love.
Biography
He is a native New Mexican, born in 1946 in the town ofEI Rito ooated in Rio Arriba
County. He is one of the founders ofOjo Caliente Craftsman, a c mpany that went on to be
one of the largest manufacturers in Northern New Mexico in the 970s and 19808. Today, he
is the CEO ofP & M Signs, Inc., located in Mountainair. His die ts include the U. S. Forest
Service, National Park Service, Bureau of Land Management, Ho eland Secudty, the New
Mexico Highway Department and cities, counties and municipali ies throughout the United
States. He has the distinction of having one of the few Smokey B ar franchises in the
country.
In addition to his “day job,” Phil has been inventing and patentin products throughout his
lifetime. He invented an anti-vandalism hardware device known s the “Tuffnut.” He
initiated a contract in the early 1980s with Rockwell Internationa by which he was
manufacturing ground support platforms for the B-1 Bomber project. He then went on to
develop and patent the first meta) ~based Cattle Guard. This inven ion was sold to federal and
state agencies throughout the country. Today he is seeking the fu ding needed to begin the
manufacturing of his latest patented invention, Altree. This prod ct takes the fuel that has
been creating the catastrophic forest fires, and the plastic milk bo ties in the landfills, to
create a durable building product. Altree was featured at a \Vood roducts of the Future
Conference by the United Nations held in Switzerland in 2010.
He has been married to Rosanne Roberts Archuletta since Jove ber 2010. He has three
children and seven grandchildren.
