Because receipts from some types of sales are not taxed, others must be taxed so heavily that NM's capacity to compete with surrounding states is compromised as to some heavily taxed industries. You can bet that when an out of state business is negotiating with NM about opening a plant here, a diminution of the GRT is on the table. Daily, existing NM businesses are adversly affected by the GRT. An effort is underway to equalize the GRT and thereby lower them.
